In recent days, the complaint has come from San Carlos and what police investigators and municipal inspectors have found seems to confirm the assumptions about the poor conditions in which they kept 8 elderly people in what was considered a residence. The case added to another recent operation in the heart of the City, 58 between 7 and 8, at the end of September. In both cases, after observing the conditions and the absence of authorization papers, there was closure.
In total, the operations – also with the SAME doctors – included the transfer of these people to other residences and health centers to treat health problems.
There could be more cases. “In La Plata, we think there are more than 200 stables and we don’t know how many are activated,” said Lisandro Mariño, a doctor and member of the Health Commission of the House of Homes and Day Centers of the province of Buenos Aires. . The entity has around fifty associated residences in the City.
It is estimated that in total, in La Plata, there are 3,000 beds for the elderly who need care in the different variants required at this stage of life.
The mistrust of the owners contrasts with the register of the Commune: there are 62 Ehpad who have an authorization there, indicated the Commune.
The panorama is not exclusive to La Plata. Mariño said that during the pandemic, during an investigation carried out in Mar del Plata, they found a volume that had not been dimensioned until then. A local entity that integrates civil associations linked to the activity recognizes 185. In La Plata, in a similar survey, 58 appear.
According to him, the figures out of these surveys and official state data can contrast with the street. Another indicator, as analyzed by the Chamber, is the list of social work providers, as is the case with the IOMA, a key tool in the centers authorized to carry out therapeutic care. In large suburban neighborhoods, there is total white in this box.
Mariño clarifies that “some residences in this city and others may not be activated and receive decent care”.
From the municipality of La Plata they reported that their offices grant commercial authorization to this type of center, “but not the health authorization, which is under provincial health control”, it was indicated.
In turn, from the Municipal Health Secretariat, they confirmed that when there is a complaint in a nursing home, Citizen Control personnel appear and if someone needs medical attention, SAME also intervenes.
In the cases that have been exposed with the latest operations in the city, the lack of authorization has coincided with poor hygiene, infrastructure and care conditions, as established. The situation led, in the case of the residence located near 529 and 137, to a criminal judicial investigation, which fell to prosecutor Marcelo Romero.
According to Mariño, these cases and others could be located in a segment of “small informal and illegal residences, where few people live, are not regularized and offer a housing solution”, in a scenario where the vulnerability of people who can no longer live are accentuated live alone or are directly homeless.
“In general, it is a person who, through an agreement, provides care. Sometimes they are big houses and sometimes they are apartments or houses with two rooms in the back,” he said.
Then there are nursing homes or residences for the elderly, with services provided for by regulation. Higher in complexity, we find long-stay homes or establishments or invalidity homes, which are more complex. In these cases, a minimum of 10 medical specialties is required and the work is covered by social security.
It is estimated that nothing authorized and legal goes below 70 or 80 thousand pesos per month.
How to act when hiring
“To choose a residence, it is necessary above all to take into account the characteristics of the dependent elderly person”, advises Silvia Gascón, director of the Aging Center of the Isalud University and president of the red mayor La Plata. Then, he details that “degrees of addictions can be mild, requiring support for certain activities throughout the day, or more advanced, requiring supervision most of the day. Or severe and requiring ongoing care. These needs vary also if the people have physical or mental pathologies, which will guide us to know the professional team that counts and the number of hours they devote to these activities”.
For his part, Mariño points out that it is also practical to consult “the professional team, to request documents from the municipal, provincial fire departments. Also, look at the hygiene, smell the smells and see that the people are there”. The care even includes the nutritional plan.
“Find out who the responsible medical director is, what training he has and what team he works with,” adds Gascón and recommends requesting an interview. Other data: “How often does the doctor visit the residence. How many nurses and orderlies per resident does the facility have?
